Over-subscribing to APIs collection on Dashboard

While researching #2528, I noticed that we may be over-subscribing to the APIs collection in our Dashboard view/route:

Determine where we are subscribing to so many APIs, how the User(s) are used, and clean up the subscription if possible. E.g. use a composite collection that fetches APIs related to ProxyBackends, so we only get the specific APIs we need.
