Codegen CLI installation does not work (SPM with Xxcode) for Xcode 16.3

Summary

Following the provided tutorial for installing the codegen cli for SPM with Xcode fails silently in Xcode version 16.3 (16E140).

Steps to reproduce the behavior

1. Install Xcode version 16.3 (16E140)
2. Try installing the cli via the Xcode plugin

Expected:
apollo-ios-cli script appears in the root of the project

Actual:
Installation fails silently

Workaround:
Downgrading to 16.2 works as expected.
