Apostrophe 3.1.3: hotfix for webpack / vue-loader incompatibility

We've just released Apostrophe 3.1.3, a hotfix for a hopefully temporary conflict between the vue-loader npm module and webpack version 5.45.0. We have temporarily pinned our npm dependency on webpack to the 5.44.x series. Interested parties might want to checkout the relevant ticket on vue-loader regarding longer-term resolutions:
