Fast Forward / Rewind Speed Limits #2263

I think the fast forward and rewind features would be a lot more usable if we could set max percentage limits on them instead of running unlocked. Going from 60vps to 400vps is an uncontrollable jump and makes it difficult to use during most games.
Describe the solution you'd like
If possible it could be implemented as a simple drop down in the settings to set limits like 200%, 300%,etc.
Additional context
I haven't looked through the code to see how feasible this is, but I see this option offered in most emulators.
