Should we switch proposed to desired?

We currently use the word proposed when we talk about the -next branches and proposed changes, should we instead use the word desired?

We have today active and proposed states

We could have active and desired states instead. I think this terminology fits the k8s ecosystem and controller pattern better, maybe?

Yea I think active makes sense as well, just need to decide if we want to break this in the alpha api or use this as a migration API change since it is a bit larger change we can move it down the road as we get some adoption and maybe more feedback.
