API Server not installing.

When I try to install the API server, I get the following message:

cert-manager's namespace can't be determined, check that it is installed
NAMESPACE NAME PACKAGE SOURCE CHANNEL
cert-manager-operator openshift-cert-manager-operator openshift-cert-manager-operator redhat-operators stable-v1

I had successfully installed the cert-manager Operator for Red Hat Openshift from OperatorHub.
