Message migration can have duplicate messages

Describe the bug
When doing message migration if the target node failed in the process, the messages already migrated will get migrated again when the target node is back up or a new target node is selected.
This is because the message migration (scaledown) is not fully transactional.
The solution would be make the message migration a transactional process and in small batches.
