vscode/GoLand targets for running Armada

Let's add to a readme somewhere targets for running Armada components from IDEs.

For example, for vscode:

this could potentially start kind/pulsar/etc as well

That should be done via docker-compose IMO. Those components don't need to have the same lifespan as the Armada server/executor. The reason for starting the Armada server/executor via GoLang/VSCode is that it allows running them in a debugger.
