Feature: Lookout Backend Server Originates Binoculars Request

Description
My use case is to expose the armada scheduler and lookout to a party outside my network.

The way Lookout works the browser initiates a POST request from to Binoculars. Due to this I have to make sure that my Binoculars instances are exposed and secured. If it was accessible to the Lookout server via custom networking/VPN/... then I could have no auth for binoculars and not have to publicly expose another endpoint (one for each cluster).

Feature
I would like that traffic to come from and to the server directly and not the browser, similar to a lot of modern SPA based web apps function.

I could then have connectivity routed via a VPN or k8s networking to Binoculars.
