Broken IPv6 on mirrors #26

Some mirrors currently does not have working IPv6, this can cause issues with IPv6 mostly and IPv6 only users.
According to my checks currently 13 out of 57 armbian mirrors does not have working IPv6. https://v6monitor.com/list/view/011727251/
The current github action workflow does not check for any IPv6 support and GHA itself does not hvave IPv6. I am not sure the health check by the Redirector uses IPv6.
As for fixing the issues, I propose,
- Add a option to track IPv4 and IPv6 support of the mirror list
- IPv6 health check to the redirector
- Serve different mirror based on the IP type the user is connecting to the redirector
