[Bug]: TI extension requires new rootfs cache generation #8863
Description
What happened?
TI is using:
- extra packages
- additional repository
Extension execution should be done on top of rootfs generation as otherwise caching doesn't work and thus it run deboostrap. Which is not what we want. All this can / must be added on top of generic rootfs.
How to reproduce?
Build any k3 image.
Branch

On which host OS are you running the build script and observing this problem?
Ubuntu 24.04 Noble
Are you building on Windows WSL2?
- Yes, my Ubuntu/Debian/OtherOS is running on WSL2
