module: cpufreq: Check the input and show the new configuration

Currently, the CLI version checks for nothing.

• It needs to check the arguments passed.
• It needs to output the current configuration in its help contents AND after changing the configuration
• Bonus point if you can use named parameters and be able to only pass one of the parameter (min, max, governor).
