Upgrade Standards-Version and debhelper compatibility level #192
Description
The currently hardcoded Standards-Version, 3.9.1, is from 2010 and has been succeeded. It should be upgraded.
The default debhelper compatibility level is 9, which is deprecated. The default should probably be upgraded.
