Feature Request: Incorporate bootstrap into astropy-sphinx-theme to make theme responsive to different viewing displays

To incorporate bootstrap into `astropy-sphinx-theme` by using the `sphinx-bootstrap-theme 0.7.1` at https://pypi.org/project/sphinx-bootstrap-theme/ as a source. This will hopefully make the Astropy website more responsive, and will be more compatible with the differently sized-displays and various devices.
