[FEATURE] bump modelina-cli

Why do we need this improvement?

It's still sitting at 4.x.x. Version five is out since the end of April and the latest as of writing (which I need) is 5.3.5.

How will this change help?

Brings latest fixes in code generation.

How could it be implemented/designed?

Bump to five, run tests, fix what's broken (if anything) ;)

Might be a breaking change - yet to be seen.
