Improve voting calculation script

Voting calculation script is buggy:
- reruns increment artificially votes count
- it doesn't add new tsc members
- it doesn't remove tsc members that are no longer tsc members

but it is super hard to debug, we need to start testing and refactor - first will be `isVotingWithinLastThreeMonths`
