Voting workflow refactor and cleanup

Description:

• Remove former TSC members (e.g., NektariosFifes) from the voting overview.
• Ensure new TSC members (e.g., harikrishnan83) reflect their joining time instead of appearing as non-voters.
• Update voting overview dynamically when TSC members are added or removed, with a new indicator for those not eligible to vote.
• Consider notifying inactive members (per [FEATURE] Implement new Notification service #1194) and discussing their future exclusion.
