Move course statistics out of Manage Course

It does not really seem necessary for theses statistics to be taking up so much space in "Manage Course," while more important functionality that instructors use more often such as Course Settings, Manage Course Users, Running Moss, etc are much smaller. Also calculating the course statistics themselves can take a while, which again if the instructor doesn't need to view it, wastes time.

We should move out the statistics somewhere else and give more real estate to the other course management settings / overhaul the flow so that instructors can more easily manage their course.
