Description
This PR adds a new scenario type
WAYPOINTFOLLOWING=WaypointFollowingtoautoware_internal_planning_msgs/msg/Scenario.msg.This allows the planning stack to represent and switch to the Waypoint Following scenario alongside existing LaneDriving and Parking scenarios.
