Split rviz plugins to a separate repository

[mitsudome-r]

This moves the rviz plugins from autoware_universe to external repository so that it can be used by other repositories more easily (e.g., autoware_core, scenario_simulator, etc.)

• Create new repository https://github.com/autowarefoundation/autoware_rviz_plugins
• Add the repository to autoware.repos feat: add autoware_rviz_plugins to autoware-nightly.repos autoware#6162

Port the following packages

• autoware_overlay_rviz_plugin
• autoware_perception_rviz_plugin
• tier4_state_rviz_plugin
• autoware_planning_rviz_plugin feat: move autoware_planning_rviz_plugins from Autoware Universe #3
• autoware_localization_rviz_plugin

Other tasks:

• replace jsk_rviz_plugins with https://index.ros.org/p/rviz_2d_overlay_plugins/
  • Match include directory structure with ROS standards teamspatzenhirn/rviz_2d_overlay_plugins#23
• release from ROS Buildfarm
