Description
This moves the rviz plugins from autoware_universe to external repository so that it can be used by other repositories more easily (e.g., autoware_core, scenario_simulator, etc.)
- Create new repository https://github.com/autowarefoundation/autoware_rviz_plugins
- Add the repository to autoware.repos feat: add autoware_rviz_plugins to autoware-nightly.repos autoware#6162
Port the following packages
- autoware_overlay_rviz_plugin
- autoware_perception_rviz_plugin
- tier4_state_rviz_plugin
- autoware_planning_rviz_plugin feat: move autoware_planning_rviz_plugins from Autoware Universe #3
- autoware_localization_rviz_plugin
Other tasks:
- replace jsk_rviz_plugins with https://index.ros.org/p/rviz_2d_overlay_plugins/
- release from ROS Buildfarm
