Description
We should recreate the test for ControlModeCommand using official interface.
Purpose
Recreate temporarily removed test in #34
Possible approaches
Rewrite the test using the service.
Definition of done
test_01_control_mode_and_report.py exists in simulator_comaptibility_test package
