feat(diagnostics): modification derived from new diag messages of ekf localizer

This pull-request replaces the monitoring ekf_localizer diagnostic to new ones.

How was this PR tested?

• Build Autoware with this changes on autoware_core
• Following the sample test introduction to "plot_diagnostics.py" section, as before, the localization TSV file(localization__ekf_localizer.tsv) and result image (localization__ekf_localizer.png) is created.

Notes for reviewers

This PR will be merged simultaneously with autowarefoundation/autoware_core#668.

Checked that the plot_diagnostics.py works in my environment.
Also checked that the combined localization__ekf_localizer.tsv works with the current diagnostics_flag_check.py.
