Interestingly I find out that stk500v1 does not seem to be able to connect to ATmega32u4, no issues with ATmega8A/128A/168P/328P/2560. Tested under macOS with git main, PR #1573 and older verson of avrdude as well. I may try Linux as well later.

Edit -- sorry, false alarm, connection issue.

So looks like STK500v1 FW can not communicate with ATmega32U4. Not so sure if there are other classic AVR chips it can not communicate with.
@dl8dtl and @MCUdude
If you got some time, please help to confirm as well.

This looks like a FW issue. I just add a FAQ entry here.
https://github.com/avrdudes/avrdude/wiki/FAQ#i-have-the-official-stk500-board-shall-i-run-v1-fw-or-v2-fw
I have the official STK500 board, shall I run V1 FW or V2 FW?
It is strongly recommended that you upgrade to V2 FW. Some of the classic AVR chips may not be supported by V1 FW (eg: ATmega32U4).
