SEC10kAgent cloudformation fails, likely due to too low Lambda ConcurrentExecutions by default? #133

Hi there,
Thanks for releasing this cool framework. I'm very keen to test it out so tried deploying but hit some errors.
"Resource handler returned message: "Specified ReservedConcurrentExecutions for function decreases account's UnreservedConcurrentExecution below its minimum value of [10]. (Service: Lambda, Status Code: 400, Request ID: 94a26b1f-79b0-4fa8-877b-ae9bbfcfcc83) (SDK Attempt Count: 1)" (RequestToken: 7e00e81a-de78-36b4-ce22-d8b03640d6aa, HandlerErrorCode: InvalidRequest)"
I have put in a request to increase Lambda ConcurrentExecutions, which was 10 for me and I could only request a minimum of 1000. It may be others will have this same limit and issue so may be worth flagging it in the readme.
A minor further point:
- If the USPTO API key is mandatory, it's quite an involved process for people outside the US trying to get the key as id.me is required in the process. If there's a way to make it optional that'd be helpful especially if patent analysis isn't a concern
