Option to prevent setup.ps1 from downloading and installing cmake and JDK

@halx99 Is there any way to make sure that the setup.ps1 script does not install CMake, JDK and anything else that the developer can install separately?

If that option isn't available at the moment, could we possibly have it added at some point?

the axmol will detect whether installed jdk version >= minmal reqiured by axmol from system path, if yes, will skip install, otherwise will install preferred
jdk.
