problem

今のvdcの実装はinstanceやnetworkなどのidがuuidを使用したユニークなものになっているためvdc間でデータ移行した時に移行先で既に使用されている場合がある。
vdc-idとinstance-idを使用してユニークなidを作れるようにしデータ移行がそのままできるようにしたい。
