Confused about criteria of decrypted ROMS

I am really confused about this as I had a collection of decrypted 3ds ROMs and majority are recognized as encrypted under Azahar. I avoided any encrypted games over the years, as they would not play under Citra and it was a hassle decrypting these.
For example when I renamed the files to cci in order to be detected, I get this. Theoretically they should all appear as unencrypted.

When I checked the unsupported ROM properties, there was not any difference with the supported ones because they'd be regarded as encrypted no matter the region or the card type.

These are pirated ROMs. We are not interested in aiding with piracy, so I will be locking this question.
