Write a terraform config to automate provisioning the Fargate task #942
Description
We should:
- write the terraform config
- get the analysis running off the newly automatically provisioned task
- after merging, have rebecca test on staging
- is the batch processing as fast as it was before? Batch processing is running slower #939
- is it failing on large networks? Batch processing sometimes fails #940
- do we have incomplete networks, e.g. in the Manhattan portion of the Brooklyn and Queens maps

Los Angeles - Error/Failed (it is now the only large U.S. city failing, but I have not tried to run New York City due to the issues I'm seeing w/ Brooklyn and Queens)
