Tear down old ECS infrastructure #944
Description
We should:
- update terraform to not provision ECS batch instances anymore
- rip out job definition script
- close out Batch processing is running slower #939, Batch processing sometimes fails #940, CI task definition update process is broken #937, Adjust Batch provisioning for managed compute environment #858 assuming those issues are not mitigated by the Fargate migration
