Connect CloudWatch alarms to Slack and email #955
Description
We have a few CloudWatch alarms configured (like one for the free storage on the database getting low, though the threshold on that one wasn't high enough) but they're not connected to anything. Or rather they're connected to SNS topics but the SNS topics aren't connected to any email accounts or Slack integrations. We should connect them to both, if possible (i.e. Rebecca's email and our Slack channel).
