Edit finality provider requires downtime to switch babylon client key

If the user uses operational and genesis keys, in their config, they will have the operation key set under the Babylon config `key` property. To execute the edit command, they need to stop the finality provider, edit the config, and then switch back to the operational key.

Editing FP shouldn't require downtime like this.
