[Bug]: MI Module Gen tool does not generate the Connector ZIP

Description

In the latest Ballerina distribution version 2201.13.0 (Swan Lake Update 13), using the mi-module-gen tool [1] version 0.4.0 results in the connector ZIP file not being generated.

Steps to Reproduce

Use the attached bal file and using the Ballerina CLI execute the below steps in the given order.

bal dist use 2201.13.0 
bal tool pull mi-module-gen
bal mi-module-gen -i .

test.zip

The root cause is that a lifecycle compiler plugin is implemented in the tool [1], which is not expected. This has worked with Update 12 due to an undiscovered bug. In a change related to tool decoupling (#43838 (comment)), this bug has been fixed; therefore, the tool is not working with Update 13.

Ideally, the lifecycle plugin should be removed and the tool should handle the .zip generation. If a lifecycle compiler plugin is necessary, then the correct way is to implement it in a separate package and import it manually or as generated code via the tool.

Yes, We are currently removing the compiler plugin code from the tool and move the code generation logic to the logic itself like other tools. You can find the progress in the issue[1]
