[request] link with predecessor at specified duration

Is it possible to add a type of link with predecessor that let the user specify a percentage of the duration of the predecessor as a starting point ? I mean it seems usual to start a task once a certain amount of the predecessor as been achieved and not only whent the full task has been achieved.

Is my understanding correct that if there was an option to split a task into a number of intervals, as suggested in #134, and each interval was a small task per se, this issue would have been solved?
