How to override properly cmake version?

I'm not clear on how to override cmake version in a bazel module setup?
I posted this on slack as well.

I found a couple of issues:

• Seems to only look at cmake_version from non-root modules
  *Only allows a single version to be set, but rules_foreign_cc MODULE.bazel registers a specific version repository

I am also curious how to override the Cmake version? I am trying to compile sdl3 and unable to force cmake to the requisite 3.24. I get this error:

CMake 3.24 or higher is required. You are running version 3.23.2

I don't see a way to upgrade, and it's difficult to overwrite the repo because it's in the BCR.
