Missing deps on getrandom 0.3 on wasm

Hello!

So I upgraded rand to 0.9, which brings getrandom 0.3. However, it seems the BUILD.bazel generated is missing the wasm-bindgen dependency. Works without issue on 0.2.

Any ideas why?
