ASA: Historical HFI actuals cell counts by zone

Describe the task
Compute the cell count for each zone falling in HFI classes 5 and 6 from historical SFMS data.

Acceptance Criteria

• Produce CSV table containing fire zone cell count for each date in our historical data. Go back as far as we have data.
• Table columns include: Date, Zone, HFI Class 5, HFI Class 6.
• When we have no actuals values, add a Zero [ 0 ]
• Report the cell count for the HFI for each day that we have values

Additional context

• This will solve Over vs Under advising for the Crews
• HFI class 5 is 4,000 to 9,999 kW/m.
• HFI class 6 is >= 10,000 kW/m.
