Pass array to levels

Levels is an object - [see this](https://github.com/bem-sdk-archive/bem-config/blob/master/index.js#L255).

Should we work with arrays to ensure levels order in [webpack-loader](https://github.com/bem/webpack-bem-loader/blob/master/index.js#L60) ?
