What does this PR aims to accomplish

Bump Fedora to 41.... just that... easy ain't it...

I am trying to avoid changing the management_dispvm on a per qube basis of Fedora based qubes... but for that to happen, the dependency ordering has to be enforced. For example, to even get to tpl-qubes-builder, it is a huge burden:

  1. fedora-xfce: because a dvm of it will server for fedora-minimal
  2. fedora-minimal: because mgmt and qubes-builder will be based from it
  3. mgmt: because it is better to enforce having a fedora based mgmt qube
  4. qubes-builder: now we are here...

What does this PR change

  • Increase Fedora version
  • Remove python3-urllib workaround
  • Depend on fedora-xfce (current upstream default template) instead of old default template fedora
  • Update package names on newer Fedora (TODO)
