Heroku will auto deploy to the staging app whenever code is merged into "main".

• CI must pass before the app is deployed to staging.
• When the production app is set up, changes must be manually promoted from staging to production

Review Apps are currently turned off on this pipeline. We can toggle this on if we want the ability to build test apps for PRs, but probably not needed at this point.
