Implement a version of balance graphs that doesn't rely on google_visualr

The current implementation of the balance graphs was never actually completed, and it relies on google_visualr, a gem that isn't used anywhere else and hasn't been updated in years. We should reimplement the balance graphs using something else.

balance graph is an unfinished work in progress. The intent is to create a system to replace some of the graphs like showing balances over time, such as cash in bank, accounts receivable, accounts payable, loans, etc. Since it's not been brought to a working state, and only represents the tiniest amount of long ago effort, I would not object at all to stripping it out, and starting over fresh when the time comes.

I'm good with the devs currently working on the app choosing as they see fit. The graphs can certainly be updated to something more modern regardless. :)
