Add option to use HDM without PuppetDB

Proposal:

In hdm config set puppetdb config to 'local'.
Provide a path with the following information:

• nodes and facts (similar to onceover - a json file with all puppet facts - https://github.com/voxpupuli/onceover?tab=readme-ov-file#factsets)

We dont need to select an environment, we only read json file with facts.

How is this different from #155, especially my comment here: #155 (comment) ? (Other than making this simpler.)

I have a hard time finding some more docs about the mentioned command, puppet facts, especially the --terminus puppetdb parameter seems undocumented? Do you have more information?

If I understand this correctly, this command will only ever retrieve facts for a single node, is that correct? Is this also what this feature should do, only show a single node? Or do you expect people to concatenate many of those files into a single one? Or have a directory with one file per node?

This is really problematic, as the existence of an environment is pretty important both in the UI but also in the data model.

What exactly do you expect HDM to do when working with local config? Which features should work as they do with PuppetDB and which ones should not?
