Python3+

Python 2.7 is set to be deprecated by next year and most libraries are ditching it this year (scipy, numpy, etc...).

As discussed offline, it would be worth trying to make lintools python 3 compatible.

Ideally, we should use the ```from future``` imports to get around backwards compatibility issues.
