Add rating data for integrated water heaters

Following the pattern in 205, we should add a data group for Code of Federal Regulations, 10 CFR Part 430.

This rating will include some of the elements included in the AHRI Certified Directory for Residential Water Heaters:

• Certified Reference Number
• UEF
• First Hour Rating
• Nominal Volume
• Recovery Efficiency
