Implement support for outputting reaction rates

There's no current support for exporting reaction rates, which makes libsbmlsim fail most biomodels runs. I believe it can output reaction rates, so it's just a matter of getting the wrapper to figure out how.

(If not, we should file an issue with libsbmlsim directly.)
