Clean logs when starting pywps with CLI

Description

CLI is used for development and debugging. It would be nice if it cleans up the logs when starting the pywps service (maybe optionally).

Would this involve simply running another command hook from the makefile like clean-logs?

@Zeitsperre make clean does this already. I think what I had in mind was to clean the log on service start:

cookiecutter-birdhouse/{{cookiecutter.project_repo_name}}/{{cookiecutter.project_slug}}/cli.py

... but this might not be necessary.
