In Frigate 0.16.1, is it possible to set Frigate's GUI to display the high res stream for each camera and have it update once per second?

No. You can show the full high res stream as a video, but 1fps snapshots are not possible.

Frigate doesn't decode your high-res stream, which is where snapshots come from. So it would require a fundamental change in the way Frigate is designed.

Thank you @hawkeye217 I appreciate your answer. I am a bit confused because I thought Frigate can be configured to use the high res stream already using go2rtc? Doesn't the current version of Frigate switch to the high res stream that's decoded by go2rtc if motion is detected? Could this be changed so that it always uses this high res stream but only pull it once per second?

Frigate's default streaming mode on your dashboard is "Smart Streaming", which updates your camera image once per minute when no detectable activity is occurring to conserve bandwidth and resources. This image is pulled from the stream Frigate decodes (which is the stream with the detect role in your config). When motion or objects are detected, the image seamlessly switches to a live stream, which can be any go2rtc stream you've defined in your config.

Frigate doesn't grab static images from go2rtc, it streams a video feed. A large number of code changes would be required to accomplish what you're looking for.
