test suite doesn't run within github actions

It seems the last time the test suite ran in a github action was 2y ago https://github.com/blockfrost/blockfrost-ruby/actions/runs/1269680213 - then a nix build workflow was introduced and seems to have replaced the test workflow but it doesn't doesn't run the tests.
