Detroit doesn't display all open listings because there are too many of them so we need to add pagination as an option to search.

Backend work for this should already be done, just need to connect it up to the front end
Things that are included:

Update how frontend calls backend to get open listings by passing in appropriate page numbers
Add pagination to bottom of the section
Put it all behind a feature flag
