Acknowledgement of preliminary instructions

What idea do you have?

There should be an GitHub Action to automatically close bug reports and comment the user should update when the version specified in the Bloxstrap version field is not the latest.

This would reduce the amount of manual work needed to close bug reports related to an outdated version. A significant amount of issues with an outdated Bloxstrap version are closed.

Additionally this can be extended to close issues with the “did not answer truthfully” checkbox but it could prove annoying and would not add much to just resubmit an issue where as the version notice could solve the initial issue.

Would maintainers be interested in a PR for such? If so, can I be assigned to this issue so I can work on it.
