bug: selector mini-widgets are active in Edit Mode

Bug description

Mini-widgets like the flight mode selector and View selector have their dropdowns still enabled in Edit Mode, which means it's not possible to move them directly.

Steps to reproduce

1. Open Edit Mode
2. Try to drag a selector mini-widget to relocate it
3. It opens the dropdown instead

Primary pain point(s)

It's annoying and unintuitive to have to move them by dragging around other mini-widgets instead, especially since mini-widgets are currently not re-orderable using the Widgets in View list.
